Three parts and twenty-five articles. The International Convention on the Elimination of All Forms of Racial Discrimination is organized into three main sections: the first lays out definitions and the fundamental obligation to condemn racial discrimination; the second sets out concrete duties for states to eliminate discrimination and ensure equal rights in areas such as politics, education, employment, housing, and access to public services; the third covers final and procedural provisions like ratification, entry into force, reservations, and reporting. Altogether, these provisions amount to twenty-five articles. An Optional Protocol exists to allow individual complaints, but that protocol is separate and does not change the main treaty’s twenty-five articles.
